end

RECOMMENDED COUNCIL ACTION:
recommendation
Staff recommends that City Council adopt Resolution No. 09-2026 Setting Forth Salaries, Benefits and Other Terms of Employment Applicable To Unrepresented Management and Mid-Management Employees.
body
SUMMARY:
Salaries, benefits and other terms of employment applicable to unrepresented Management and Mid-Management Employees are traditionally implemented by Resolution and mirror new salary and benefits awarded to the Miscellaneous Unit.

PREVIOUS COUNCIL ACTION:
The City Council approved the current Agreement as Resolution 16-2023 on June 20, 2023.

DISCUSSION:
The Management and Mid-Management employees are typically granted similar adjustments to salaries as those approved for the Miscellaneous Bargaining Unit. Employment terms reflected in the proposed Agreement are for a three-year term, starting on July 1, 2026, and ending on June 30, 2029. Some of the new terms are:

? A cost-of-living adjustment of 2% salary increase in 2026, 1.5% in 2027 and 1% in 2028.
? A new 2.5% longevity incentive for 15 and 20 years of service to the City of Red Bluff.
? A guaranteed 85% coverage rate for medical plans (based on the Gold plan).
? An increase to the medical-in-lieu payment and retiree medical plan.

Staff recommend adoption of the new Agreement.

CITY FISCAL IMPACT:
The fiscal impact of adopting the MOU for FY2026/27 will be included in the new budget. Future budgets for FY2027/28 and FY2028/29 will also be affected.
