RECOMMENDED COUNCIL ACTION:
recommendation
City Council authorize staff to submit a $1,000,000 grant request to the 2025 AFG funding cycle.

body
SUMMARY:
The Assistance to Firefighters Grant (AFG) represents part of a comprehensive set of measures authorized by Congress and implemented by the Department of Homeland Security (DHS). This funding opportunity is intended to support a national goal to strengthen preparedness and resilience in the fire service and emergency services.

PREVIOUS COUNCIL ACTION:
Council has supported past AFG funding submissions.

DISCUSSION:
The objectives of the AFG Program are to provide critically needed resources that equip and train emergency personnel to recognized standards, enhance operational efficiencies, foster interoperability, and support community resilience. Funding priorities for fiscal year 2025 include: training, equipment, personal protective equipment (PPE), wellness and fitness, modification to facilities, and vehicle acquisition. Unfortunately, new construction and modifications of an existing facility's footprint are ineligible activities for this funding cycle.

Staff requests permission to submit a $1,000,000 dollar request to the 2025 grant cycle for the replacement of a fire engine, of which is estimated at a 1.1-to-1.2-million-dollar replacement cost. Unfortunately, the AFG will only provide up to $1,000,000 in project funding for communities the size of Red Bluff.

The figures provided above are estimates. If awarded the funding opportunity all purchasing procedures, including obtaining firm quotes, will be followed to determine the final cost.

CITY FISCAL IMPACT:
The fiscal impact to the City is a 5% ($50,000) matching of awarded grant funds, and potentially $200,000 to meet the total cost of the apparatus.
