SUBJECT:
title
Nomination and Election of a Commissioner for Selection Committee of Airport Consultant
end
RECOMMENDED COUNCIL ACTION:
recommendation
Nominate and select a commissioner to serve on the selection committee for the Airport Consultant Selection
body
SUMMARY:
As a condition of the FAA’s Airport Improvement Program (AIP) eligibility (federal grant funding), all airport sponsors must have an airport consultant which has been selected through a process outlined in FAA’s Advisory Circular 150/5100-14E. Consultants are selected through a Qualifications Based Selection process and are retained under a Master Agreement not to exceed five years. The City’s last contract is with Armstrong Consulting (now Lochner) for airport consultant services. Although certain services are still being provided under specific project-related Task Orders, the overall professional services Master Agreement has since expired. On December 16th, 2025 City Council authorized advertisement for Request for Qualifications (RFQ) to select an Airport Consultant. Two Statement of Qualifications (SOQ’s) were received. A selection committee will be formed consisting of City staff, an outside aviation representative, and one member of the Airport Commission. The selection committee will conduct a Qualifications Based Selection process of the SOQ’s for the recommendation to award the Professional Services Contract at the next earliest City Council meeting.
