SUMMARY:

Staff has received a request to provide comments on a proposed Fire Training Tower to be constructed at the City of Red Bluff’s Corporation Yard and the John Campbell Memorial Fire Training Grounds located at 1055 Kimball Road.  The project consists of a series of “Con-Ex” shipping containers stacked and affixed vertically to a height of 43 feet AGL and will part of Red Bluff and CalFire’s training facility.  The structure will be used to train elevated access into, and low-visibility interior stairwell operations in structures, by utilizing and introducing live smoke in each of the vertical enclosures.  The structure is not rated for a full burn operation so the smoke will be generated from commercial smoke machines or small “burn-pans” inside of the structure.  Any escaped smoke is expected to be light, wispy, and dissipated quickly as to not create an aeronautical hazard.

The proposed training tower is the same height of the existing scaffold training tower approximately 85 feet west of, and is below the maximum allowable height of 50 feet permitted per zoning regulations.
