SUMMARY:
To receive disaster reimbursement funding, a blanket resolution is required to be submitted to Caltrans Department of Transportation prior to finalizing grant award processes that will allow the city to receive funding in part or fully through Federal and/or State programs.
PREVIOUS COUNCIL ACTION:
On February 7, 2023, the City Council adopted Resolution No. 03-2023: Declaration of Emergency regarding a broken 18” storm drain culvert at Walnut Street and the Brickyard Creek Bridge.
DISCUSSION:
Following the storms of January 2023, and resultant City infrastructure damages, the City initially sought disaster relief funding through the Federal Emergency Management Agency (FEMA) Disaster Relief Program, DR-4683, with guidance from the California Governor’s Office of Emergency Services (Cal OES). However, FEMA denied the Walnut Street/Brickyard Creek claims as the damage occurred on a route under the jurisdiction of the Federal Highway Administration (FHWA), based on its route classification. As a result, the project was determined to be eligible for funding through the California Department of Transportation (Caltrans) Emergency Relief Program.
Following FEMA’s denial, the City was able to apply for disaster relief funding through the Caltrans Emergency Relief Program, CA23-1. Completion of the post-obligation requirements for the active Caltrans program requires the grantee to adopt a resolution designating agents authorized to act on the City’s behalf in receiving and administering funding through the State of California Department of Transportation.
Accordingly, this blanket resolution designates authorized agents for the City of Red Bluff and enables them to act on the City’s behalf for the administration and receipt of funding under the Caltrans Emergency Relief Program.
The resolution also provides the designated agents with the authority to enter the City of Red Bluff into an agreement for the purpose of becoming eligible for other Federal and/or State transportation funding for qualifying transportation projects.
CITY FISCAL IMPACT:
No Impact to the General Fund. The $60,871 revenue in the attached Agreement is reimbursement for the repairs already completed to the Walnut Street at Brickyard Creek sinkhole. Funds will be distributed throughout the Special Revenue Transportation Funds #41 and 43, $3,550 and $57,321, respectively.

CITY COUNCIL RESOLUTION NO. 28-2026
A RESOLUTION OF THE CITY COUNCIL AUTHORIZING THE PUBLIC WORKS DIRECTOR AND/OR CITY MANAGER TO SIGN AGREEMENTS FOR FEDERAL AND/OR STATE FUNDING FOR CERTAIN TRANSPORTATION PROJECTS.
WHEREAS, the City of Red Bluff is eligible to receive Federal and/or State funding for certain Transportation Projects, through the California Department of Transportation; and
WHEREAS, Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements and/or Funds Transfer Agreements need to be executed with the California Department of Transportation before such funds can be claimed; and
WHEREAS, the City wishes to delegate authorization to execute these agreements and any amendments thereto to the Public Works Director and/or City Manager who will be authorized to execute all Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements, and any amendments thereto with the California Department of Transportation.
NOW THEREFORE, BE IT RESOLVED ON September 15th, 2026, BY THE CITY COUNCIL OF THE CITY OF RED BLUFF: The Public Works Director and/or City Manager are authorized on behalf of the Red Bluff City Council to sign agreements and accept funding, with and from Federal and/or State sources for certain transportation projects.
