body

SUMMARY:

At the August 2, 2022, City Council meeting, the Council voted to increase the Red Bluff Community Center fees annually, utilizing the Consumer Price Index (CPI) rates. City policy is that service rates cover the costs of services, ensuring that City services do not require subsidies from other taxpayers or tax payments.  Tonight, a public hearing is being held to provide an opportunity for Red Bluff Citizens to comment on the 3.5% fee increase that will occur on January 1, 2027.

PREVIOUS COUNCIL ACTION:

The Council elected to increase the fees by 2.7% on August 5, 2025, for 2026.

DISCUSSION:

The CPI is governed by the Federal Bureau of Labor Statistics, and they generate an annual rate of price increases yearly. CPI is a measure of the average change over time in the prices paid by consumers for a market basket of consumer goods and services. Typically, that percentage increase is somewhere between 1-4% per year. Attached is the table of Community Center Fees showing a 3.5% CPI increase for 2027. The report also includes the current fees charged at the Community Center for 2026.

CITY FISCAL IMPACT:

It is difficult to anticipate what the increase in fees will be, as they are dependent on rentals of the center, but based on the CPI increase, it would be around 3.5% higher annually.  The new fees will become effective on January 1, 2027.
