City Council adopts Resolution No.18-2026 certifying the results of the June 2026 Primary Election. Certify the results of Measure S, the Street Safety, Maintenance, and Road Tax Citizen Initiative.

SUMMARY:
The June Primary Election was held on June 2, 2026. The Red Bluff City Council consolidated its election with Tehama County and placed Measure S (Street Safety Maintenance and Road Tax Citizen Initiative) on the ballot, which was passed by the electorate with a 60.33% majority vote.
PREVIOUS COUNCIL ACTION:
At the January 20, 2026, Red Bluff City Council Meeting, the Council passed Resolution 1-2026 calling an election on a ballot measure (attached).
DISCUSSION:
The 2026 June Primary Election results must be certified by Tehama County’s Clerk and Recorder by July 2, 2026. Following the County’s certification, the City Council must certify the election results. Pursuant to Elections Code section 10263(b), the governing body is required to meet at its regular meeting location, either at the next regularly scheduled City Council meeting following presentation of the 28-day canvass of returns or at a special meeting called for that purpose, to declare the results of the election. Certification of the election results is attached.
CITY FISCAL IMPACT:
The City’s Budget Committee added $26,500 to the budget to cover election costs.

CITY COUNCIL RESOLUTION NO. 18-2026
A RESOLUTION OF THE RED BLUFF CITY COUNCIL CERTIFYING THE RESULTS OF THE JUNE 2026 PRIMARY ELECTION, PASSING MEASURE S, THE STREET SAFETY, MAINTENANCE, AND ROAD TAX, CITIZENS’ INITIATIVE
WHEREAS, a consolidated general municipal election was held and conducted by the County Clerk of the County of Tehama, State of California, on Tuesday, June 2, 2026, as required by law; and
WHEREAS, notice of the election was duly and regularly given in the time, form and manner as provided by the law; that voting precincts were properly established; that election officers were appointed and that in all respects the election was held and conducted and the votes cast, received and canvassed and the returns made and declared in the time, form and manner as required by the relevant provisions of the Election Code of the State of California for the holding of consolidated elections in Cities; and
WHEREAS, pursuant to Resolution No. 61-1984, adopted December 4, 1984, the County Clerk of the County of Tehama canvassed the returns of said election and has certified the results to this City Council; and
WHEREAS, the results are received and attached to Resolution No. 18-2026:
NOW THEREFORE, BE IT RESOLVED ON JULY 9, 2026, BY THE CITY COUNCIL OF THE CITY OF RED BLUFF:
Section 1. There were six (6) voting precincts established for the purpose of holding the election, consisting of election precincts in the City of Red Bluff, as established for the holding of state and county elections.
Section 2. That consolidated election was held for the purpose of putting forth the following Measure of the City of Red Bluff as required by the laws relating to cities in the State of California; namely:
• Measure S: Street Safety, Maintenance, and Road Tax Citizen Initiative.
Section 3. That the whole number of votes cast in said election in said City, including absent voter ballots, are contained in the attached, certified by the Tehama County Clerk / Registrar of Voters.
Section 4. That the name of the measure the people voted for and elected at said election of said City is as follows:
• Street Safety Maintenance and Road Tax Citizen Initiative
Section 5. The Deputy City Clerk shall enter on the records of the City Council of said City, a statement of the results of said election, showing:
1. The whole number of votes cast in the City.
2. The number of votes given at each precinct for the measure.
Section 6. That the Deputy City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and the City Clerk shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
