Authorize the City Manager to sign the Carl Moyer Program application.

SUMMARY:

The Public Works Department intends to submit a signed application to the Carl Moyer Program, administered by the California Air Resources Board through the Tehama County Air Pollution Control Board. This program provides grant funding for qualifying projects, helping replace antiquated Off-Road/On-Road equipment with new or used equipment equipped with an engine certified to the current emissions standards. The replacement cost of the aged and antiquated tractor that operated with restricted use could be up to 80% of the replacement cost of the equipment, a maximum of $63,239.50, and depending on the cost-effectiveness calculations. These calculations are based on hours operated, alternative usage methods, including miles traveled or fuel consumed. As outlined in the attached Chapter 5 Off-Road Equipment Section I Guidance Sub-Section 3 Usage.

 

PREVIOUS COUNCIL ACTION:

The City has previously approved the application and accepted the Carl Moyer grant funding on September 16, 2014.

 

DISCUSSION:

A copy of the Off-Road equipment replacement or repower electrification application has been included as an attachment to this report. The additional matching funds for the potential purchase of the new equipment will be drawn from funds 50-50-760230-0100, 60-45-760230-0100, and 55-55-760230-0100. 

 

CITY FISCAL IMPACT:

None at this time. If awarded the matching funding in the amount of 20% of the attached quote to a maximum of $55,000, depending on the cost-effectiveness calculations, and upon approval of grant acceptance by the city, the funds would be drawn equally from the budgeted funds:
