SUMMARY:
In February 2026, the Red Bluff Police Department applied for the California Highway Patrol’s (CHP) Cannabis Tax Fund Grant Program (CTFGP) to primarily cover the overtime costs associated with traffic enforcement operations, community checkpoints, saturation patrol operations, training in impaired driving detection (SFST & ARIDE), providing a traffic enforcement motorcycle, and community education events. The project will allow the RBPD to engage with the community and build capacity to prevent and reduce drug-impaired (DUID) and alcohol driving (DUI), including those negative effects caused by Cannabis. By combining targeted, data-driven DUID and DUI enforcement activities with community education and engagement events, aligned with the CHP Cannabis Tax Fund Grant Program, the RBPD will reduce preventable crashes and injuries, creating safer roadways for all road users.
PREVIOUS COUNCIL ACTION:
None. The application submitted for this funding opportunity was the first submittal to the Cannabis Tax Fund Grant Program.
DISCUSSION:
With the passage of Proposition 64 (the Control, Regulate, and Tax Adult Use of Marijuana Act or AUMA), California voters mandated the State set aside funding for the California Highway Patrol (CHP) to award grants to local governments and qualified nonprofit organizations with the goal of reducing impaired driving crashes, increasing public awareness surrounding the dangers of impaired driving, and making roadways safer to travel.
CITY FISCAL IMPACT:
No anticipated impact to the General Fund Budget.

CITY COUNCIL RESOLUTION NO. 20-2026
A RESOLUTION OF THE CITY OF RED BLUFF, AUTHORIZING ACCEPTANCE OF $89,836.25 IN CALIFORNIA HIGHWAY PATROL
CANNABIS TAX FUND GRANT PROGRAM GRANT FUNDS AND AUTHORIZING THE GRANT AGREEMENT AWARD NUMBER 30922
WHEREAS, the City of Red Bluff Police Department desires to reduce cannabis and impaired driving through a three-prong combined enforcement, training, community education, and supporting equipment request through the use of funds made available through the Cannabis Tax Fund Grant Program (CTFGP) administered by the California Highway Patrol (CHP); and has received a Grant Award Agreement from the State of California Department of Highway Patrol for the FY26/27 Cannabis Tax Fund Grant Program Grant.
WHEREAS, CHP has notified and provided notice to the City of its intent to award a grant in the amount of Eighty Nine Thousand Eight Hundred Thirty Six Dollars and Twenty Five Cents ($89,836.25); and
WHEREAS, CHP requires that City Council adopt a resolution in order to be eligible to accept and execute the Grant Agreement in the amount of Eighty Nine Thousand Eight Hundred Thirty Six Dollars and Twenty Five Cents ($89,836.25);
WHEREAS, the City of Red Bluff agrees to abide by the terms and conditions of the Grant Agreement as set forth by the California Department of Highway Patrol.
WHEREAS, the City Council finds it to be in the best interests of the City of Red Bluff to accept this grant and authorize the Chief of Police and other appropriate officials to execute all documents necessary to implement the grant.
NOW THEREFORE, BE IT RESOLVED ON JULY 21, 2026, BY THE CITY COUNCIL OF THE CITY OF RED BLUFF:
1. The City Council approves and accepts the California Highway Patrol Grant Agreement for the FY26/27 CTFGP Law Enforcement Grant, Award Number 30922, in an amount not to exceed $89,836.25.
2. The City Council authorizes the Chief of Police, or designee, to execute the grant agreement and any related documents, amendments, certifications, reimbursement requests, reports, and other instruments necessary to carry out the grant activities, subject to any required legal review and consistent with City policy.
3. The City Council authorizes the Finance Director, or designee, to act as the authorized financial contact for reimbursement and fiscal administration of the grant, consistent with the grant agreement.
4. The City Council authorizes City staff to take all actions necessary to implement the grant program in accordance with the grant agreement, applicable state regulations, and City procedures.
This resolution shall take effect immediately upon adoption.
