RECOMMENDED COUNCIL ACTION:
recommendation
1. Conduct a Public Hearing; and
2. Introduce and waive the first reading of Ordinance No. 1090 amending Section 13.13 of Chapter 13, Article III of the Red Bluff Municipal Code to increase the general parking limit from 24 hours to 72 hours.
body
SUMMARY:
Section 13.13 of the Red Bluff Municipal Code currently prohibits a vehicle from remaining parked on any public street, alley, or public way for more than 24 consecutive hours. The proposed ordinance would amend this section to increase the allowable parking duration from 24 hours to 72 consecutive hours. The amendment aligns the City's parking regulations with the existing enforcement authority contained in Section 13.11, which authorizes removal of vehicles that remain parked in violation of City parking regulations for more than 72 consecutive hours.
PREVIOUS COUNCIL ACTION:
At its September 2, 2025, meeting, the City Council directed staff to prepare an ordinance amending Chapter 13, Article III, Section 13.13 of the Red Bluff Municipal Code to increase the general parking limit from 24 hours to 72 hours.
DISCUSSION:
The City's general parking restriction, adopted in 1947, limits parking on public streets, alleys, and public rights-of-way to 24 consecutive hours. Staff has received concerns from residents about the practicality of the current standard and the challenges of enforcing a 24-hour limit in residential neighborhoods.
The proposed amendment would revise Section 13.13 to prohibit parking for more than 72 consecutive hours. This change provides a more practical and enforceable standard while continuing to discourage the long-term storage of vehicles within the public right-of-way.
The amendment also creates consistency within Chapter 13. Section 13.11 currently authorizes City personnel to remove vehicles that remain parked in violation of City parking regulations for more than 72 consecutive hours. Updating Section 13.13 eliminates the discrepancy between the City's parking restriction and its vehicle removal authority, resulting in clearer code provisions for residents and enforcement personnel alike.
CITY FISCAL IMPACT:
The proposed amendment is administrative in nature and will have no fiscal impact on the City's General Fund.
