SUMMARY:
The application for new water services for a single-family residence at 348 Belle Mill Road and a single-family residence at 350 Belle Mill Road, both on the same parcel, has been received. Tehama County LAFCo has authorized the requested connection to the City water system. Development impact fees will be calculated at the time of plan submittal, and such fees will be paid to the City of Red Bluff. A Utility Service Agreement between the City of Red Bluff and the owner of the parcel will be recorded prior to connecting into the City water system.
PREVIOUS COUNCIL ACTION:
On October 4, 2011, the City Council adopted Resolution 38-2011 authorizing water service beyond the City Limits and establishing the policy along with the procedures to obtain such services.
DISCUSSION:
The existing single-family residences at 348 & 350 Belle Mill Road currently obtain their domestic water from a shared well located at 350 Belle Mill Road. Although water is currently available, the Applicant’s septic system/leach field has failed, and they do not have adequate space on the property to install a replacement septic system/leach field and maintain the required separation distance from the existing well. The subject parcel is located outside, and not adjacent to, the City Limits but within the Sphere of Influence.
An existing 12" water main is located adjacent to the parcel in the shoulder of Belle Mill Road and the residence, and an existing 6” water main is adjacent to the parcel in the shoulder on the opposite side of Belle Mill Road. There is no existing stub for future connection at this residence on either water main. Luana Avenue with an existing service stub out for future connection at this residence. The applicant and property owner understand and agree to all conditions listed within the Utility Service Agreement.
Per Policy 3 of City Council Resolution No. 38-2011, the applicant requesting water service meets all the requirements outlined in the policy, but the parcel is outside City Limits and not adjacent to the City Limit Line; therefore, City Council authorization and approval are required.
