CITY COUNCIL RESOLUTION NO. 32-2026
A RESOLUTION OF THE RED BLUFF CITY COUNCIL ADOPTING THE CONFLICT OF INTEREST CODE FOR DESIGNATED POSITIONS, COUNCILS, COMMISSIONS, AND COMMITTEES
WHEREAS, A local agency’s conflict of interest code must reflect the current structure of the organization and properly identify officials and employees who should be filing Statements of Economic Interests (Form 700s <https://www.fppc.ca.gov/Form700.html>). The code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Form 700s. It helps provide transparency in local government as required under the Political Reform Act. To ensure conflict of interest codes remain current and accurate, each local agency is required to review its code at least every even-numbered year and when updates are deemed necessary.
WHEREAS, The Political Reform Act, Government Code Section 81000, et seq., requires state and local government agencies to adopt conflict of interest codes. The Fair Political Practices Commission (FPPC) has adopted a regulation, 2 CA1. Code of Regs. Section 18730, which contains the terms of a standard conflict of interest code.
WHEREAS, Designated employees annually file their Form 700 statements with the City Clerk Department of the City of Red Bluff, who will make the statements available for public inspection and reproduction. (Gov. Code Section 81008). Certain City Officials must file their Form 700 statements directly with the FPPC, and their Form 700s are available on the FPPC’s website. The City of Red Bluff will retain statements per its retention schedule for all designated employees.
Therefore: Adoption of this resolution shall repeal Resolution No. 2-2026.
