DISCUSSION:

BACKGROUND

The Tehama County Continuum of Care (CoC) serves as the local planning body responsible for coordinating housing and homelessness services throughout Tehama County. The CoC works collaboratively with local governments, service providers, nonprofit organizations, and community stakeholders to address homelessness and housing insecurity through coordinated planning, resource development, and implementation of housing-focused solutions.

The State of California has made funding available through the Encampment Resolution Funding Round 5 (ERF-5) Notice of Funding Availability to support programs and projects that address homelessness, housing instability, and related community needs. As part of its application, the Tehama County Continuum of Care has requested letters of support from local partner agencies and jurisdictions.

The City of Red Bluff has long recognized the importance of regional collaboration in addressing homelessness and housing insecurity. The City participates in and supports efforts that improve access to housing, supportive services, emergency shelter resources, and coordinated responses to homelessness throughout Tehama County.

The ERF-5 funding opportunity would provide additional resources to strengthen the local homelessness response system and expand services available to individuals and families experiencing homelessness or at risk of becoming homeless. The proposed funding aligns with ongoing efforts to improve housing stability. Reduce unsheltered homelessness and enhance coordination among service providers.

Approval of the proposed letter expresses the City's support for the Continuum of Care's application and its efforts to secure resources that may benefit residents of Red Bluff and the surrounding region.
