recommendation
Provide direction to staff regarding the City's ALPR Program by selecting one or more of the following options:
Continue the City’s existing Motorola Solutions – Vigilant ALPR Program and direct staff to review and update, as necessary, the police department ALPR policy with guidance from the City Attorney.
Continue existing data sharing agreements; or
Discontinue automatic data sharing with outside agencies through the Vigilant System until further legislation or governance is in place.
Outside agencies would be required to submit a formal request for information, which Red Bluff Police Department (RBPD) would review and process in accordance with applicable law and department policy.
Terminate the current five-year Motorola Solutions – Vigilant ALPR Agreement.
Approve a supplemental appropriation in the amount of $21,455.55 for agreement termination costs.
Continue allowing the Tehama County Sheriff's Office to utilize City of Red Bluff right-of-way (streets) for the placement and operation of Flock Safety ALPR cameras.
Discontinue allowing the Tehama County Sheriff's Office to utilize City of Red Bluff right-of-way for the placement and operation of Flock Safety ALPR cameras and direct staff to provide appropriate notice to the Sheriff's Office.
