Adopt a Resolution No. 20-2026 to Accept the Department of California Highway Patrol's Cannabis Tax Fund Grant Program funds in the amount of $89,836.25 for FY26/27.

SUMMARY:
In February 2026, the Red Bluff Police Department applied for the California Highway Patrol's (CHP) Cannabis Tax Fund Grant Program (CTFGP) to primarily cover the overtime costs associated with traffic enforcement operations, community checkpoints, saturation patrol operations, training in impaired driving detection (SFST & ARIDE), providing a traffic enforcement motorcycle, and community education events. The project will allow the RBPD to engage with the community and build capacity to prevent and reduce drug-impaired (DUID) and alcohol driving (DUI), including those negative effects caused by Cannabis. By combining targeted, data-driven DUID and DUI enforcement activities with community education and engagement events, aligned with the CHP Cannabis Tax Fund Grant Program, the RBPD will reduce preventable crashes and injuries, creating safer roadways for all road users.
PREVIOUS COUNCIL ACTION:
None. The application submitted for this funding opportunity was the first submittal to the Cannabis Tax Fund Grant Program.
DISCUSSION:
With the passage of Proposition 64 (the Control, Regulate, and Tax Adult Use of Marijuana Act or AUMA), California voters mandated the State set aside funding for the California Highway Patrol (CHP) to award grants to local governments and qualified nonprofit organizations with the goal of reducing impaired driving crashes, increasing public awareness surrounding the dangers of impaired driving, and making roadways safer to travel.
