RECOMMENDED COUNCIL ACTION:

That City Council adopt Resolution No. 27-2026 to accept grant funding from the Department of Alcoholic Beverage Control, with funding provided by the Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration, and authorize the Police Chief, Captain, and Lieutenant to sign the grant agreement as authorized representatives of the City of Red Bluff.

SUMMARY:
The police department applied for the Department of Alcoholic Beverage Control through the State of California Office of Traffic Safety (OTS) ABC-OTS Grant Program to allow the police department to expand our efforts in addressing the reduction of alcoholic beverages sold to minors, reduce youth-related involvement in alcohol related fatal or injury collisions, and deter underage drinking within our community with a program that includes a variety of IMPACT inspections, minor decoy operations, shoulder tap operations, and holiday enforcement operations.
On September 1, 2026, the department was notified of the grant award of $25,000 to cover the overtime expenses associated with the ABC-OTS grant operations, as outlined in IMPACT inspections, minor decoy operations, shoulder tap operations, and holiday enforcement operations.
PREVIOUS COUNCIL ACTION:
Council has supported and accepted OTS grant funding in the past. The City Council approved Resolution 30-2024 on October 15, 2024, and Resolution 33-2025 on October 7, 2025.
DISCUSSION:
Accepting the funds requires a resolution authorizing the grant agreement to be signed by authorized City or Department members and OTS officials to accept the grant award. The grant period is October 1, 2026, through September 30, 2027.
